3 Noble buff bugged?

The 3 Noble buff is supposed to be random, but it seems to go to what ever champion throws in for you if to complete the team.

Only seems to happen when reaching level 4 without leveling and with 3 nobles already on the board.

Unrelated or maybe not, your level sometimes doesn't match what the board says until you or the game adds a champion. For example level 5 on the level up button but 4/4 displayed on the board.
