Unlike ARAM, TFT has the potential to become balanced. ARAM is fundamentally impossible to make fair for ranked. With the biggest issue being that you're punished in that mode for owning more champions. (and no, letting everyone have access to paid/earned content for free is not a viable option)

TFT is random like poker is random. There are strategies you can employ to deal with and take advantage of the randomness. You're able to make decisions that affect how the randomness affects you.

ARAM is like flipping a coin. You have very little control over the random aspect (champ select) and limited ability to play around the randomness.
