TFT Max level 11???

As far as i know max level of TFT ware 9. Yestarday i lost cuz of player with 11 champs on the board. Im not sure if this is bug or new patch that wasnt noticed.

he had 2 item 4401 which give you extra unit space while being level 9 [or he had 3 and was level 8]
