Im a new player, and I dont know anything about league. I play Mobile Legends another version of moba on mobile and the screen follows. Unlike that game, my screen stays on one spot and need to click on the map to if I want to change my vision.

You can lock your camera, but its best not to IMO as it limits your vision. You can hold or tap space to refocus on Your character.
