Adjustments to series 2

I'm an avid supporter of game balance and love to see people challenged to look outside of common playstyles. this being said I have to question why riot felt the need to essentially eliminate the golden spatula from TFT. Removing it from the champion que made sense, but reducing how frequently it appears from loot? The number of feasible builds has been massively reduced, and any concept of creativity has been entirely eliminated. I've been searching for an explanation for the changes but have been unable to find a logical response.
