How the hell do champions in shop work

I need one more of a champion (let's say Varus) to get level 3 on him and so I begin my rerolls. 50 gold later, still nothing. I give up, move on to adjust my collection to my backup plan (let's say Vayne), sell my level 1 Varus pieces for level 1 Vaynes (to try and get Vayne to level 3) and all of a sudden, my shop is fucking filled with Varus. Is this game fucking with me.

Is there some bullshit mechanic that makes the chances of getting more of a champion harder the higher your level on them is? Because I'm struggling to see how anything but luck comes into play on this. I'm constantly matched up against people with two-to-three level fucking 3s while everyone else in the damn game has either one or zero.

I've won a few TFT games so far and each time, it was not because my skill, my strategic champion placements, or my knowledge of item builds--it was fucking luck. Any time I won, it was simply because I randomly managed to get multiple level 3 champions that other people in the game spent fortunes trying to get, but still didn't manage to. It was either that or I got tons of items and had a major item advantage over others--something that had nothing to do with my skill/decisions because it's the game that decides who the fuck to buff to oblivion while everyone else is left rolling in the dust.

What fucking part of this game needs skill. Great job on the ranked idea Riot. I can already see that shit is absolutely fucked from the start.

There is a set limit of each champion in the pool. So there may not be any Varus left. When you sell the Varus though, it places that many back into the pool (based on the star level he was when you sold him). Thats why it feels like you never get a champ only for it to show up after you sell it. Its basically showing the one you just put there.

The pool is limited. Unless one of those players left sells Varus he's not going to come up in the re-rolls. If a player dies with a Varus in his team or bench, that Varus is gone.

If you sell your Varus, the Varus appearing in the re-rolls is yours you just sold.

Skill thing not sure about, I've won 6 (I think) but not sure out of how many. My teams are usually a stack of things to get the class passives but sometimes they are just annihilated by a team of 8 assassins. :P
