What happens if a 2 star 3 item unit levels to a 3 star when the 2nd 2 star has an item?

In the past, 1 random item would pop onto your bench. I think (don't quote me) they fixed this so that the one with more items keeps their items and the extra items are the ones that pop onto the bench.
