Champion Pool bugged

In this match just now i had 8 ashes and wanted to use a neekos help to get my 3 star ashe. the neekos help bounced off, meaning the pool of ashes was empty. but other than a player that was defeated already, nobody else owned a single ashe. this lead to me loosing because i've spent all my gold for that ashe 3. As far as I know, the championpool gets refilled with the owned champions of players that died. So either this isn't true, or there was a bug. My theory for a bug would be:

• The played was still spectating and champs didnt get added to the Pool
• The Pool didnt refresh because he only just died (dont know when exactly he died)
• Pool just didnt refresh without specific reason and its just a bug.

tl;dr: couldnt get ashe 3 from neekos help because pool was empty even though no alive player owned any ashes.
