How is tft balanced?

How is this balanced? Started the game with 7 items, and ended with 2 items after krugs. Thought i'll stop getting items later. Just want to say the item drops should be more balanced. You can't say this is alright.

i have the opposite RNG. i get 0 items until krugs.

The reason I am posting this, because I usually get 3 items in total after krugs. If I had 10 items after krugs then that's silly.

So maybe the starting cap should be 2 items. + the one on your carousel pick.
