Warmogs at 3% did need a slight increase, but doubling the amount that was regenerated was a bit much, when a tank is outhealing my damage from two champions (Lucian and Tristana) I believe that's a bit much. Might be speaking crazy, but I do feel it needs a slight tune down.

Build red buff if it is a problem. Everything in this game has a counter. Red buff was designed to counter warmogs with %hp true damage and stops the healing.
