Nerf Warmog's.

Warmogs at 3% did need a slight increase, but doubling the amount that was regenerated was a bit much, when a tank is outhealing my damage from two champions (Lucian and Tristana) I believe that's a bit much. Might be speaking crazy, but I do feel it needs a slight tune down.
