I got 3 AFK games in 5 games. Is Riot really fair to every player?

Why we randomly match those AFK people or intentionally feding. When I play other moba games, some of them have a credit policy. every time a player got vertify with those action will make a rank down in their credit score. Players will only match up with players that has the similar credit score. I know we now have elo system. but that only means we will match up with people who have similar game ranking right? What about those AFK people and toxic people or feding people. We really need some policy to fair this game
