Picking phase skip (????)

So every time i find a game, for some reason it goes from loading screen to round 1 with random champ from the circle and i didn't even get to choose.

Its been like this since the new patch and it puts me at disadvantage early when it gives me a random champion, does this happen to anyone else or is it just me ? i think it might be a bug tho
