Nerf Soraka ult

Just a thought about Soraka ultimate, it seems that no matter what if the enemy has a Soraka her ult always hits my carry so they cant do as much damage, i would like to know how her ult selects where to go and if there is any possibility that Riot may think 3 seconds with no mana as an ult should get nerfed.
