I've had to submit tickets in the past because the boards are so slow updating the toon lvl. Many alt accounts were lvl 20 but couldn't post on board because things didn't sync.. Board showed me being too low lvl to post. Sent a ticket, riot fixed it, I could post.. Not sure if that is your issue or not.
