Don't disable Q and R during round

The Q and R keys are useful for checking out other players' comps, etc. But they are only available in the planning phase and do nothing during the round. I can still click the Little Legends on the side to access view the other players, but that's really very tedious, especially since Q and R do nothing else anyway.

Please allow me to continue cycling through the players with Q and R regardless of whether the round is in action or not.
