static shiv and lucian needs to be regulated
Title says it all. It's totes fair and balanced to deal with a stage 3 lucian, and 3 static shivs herp derping around doing +300 dmg each hit, and his double attack procing the shivs like crazy

its good mid game, late game his damage potential is much lower than rest so only way he is usefull lategame if he has good tanky frontline
