Item updates and a few new items

A lot of people seem to agree certain Recurve Bow items are a bit over tuned. RFC hard counters yordles. Phantom dancer hard counters assassins. These two items also counter a few items themselves.

My idea would be to make it so: Phantom dancer: If an attack were to be dodged, unit takes 5-10% of the damage they would have taken. Rapidfire Cannon: if an attack would have hit a unit, the attack only hits 50-75% damage

RFC is much stronger situationally than most items so giving it a 25-50% nerf on only a few attacks seems fair. It would still deal with yordles pretty well. Plus spells still do well against yordles, typically. Phantom dancer mostly counters assassins and assassins can be dealt without it. I've done it and have had it done to me a lot.

This brings me to my second point.

If there is such a hard counter to assassins (crits) and yordles (dodge).... and we have silencing and disarming items... I feel there should be a way to deal with mana burn (kassadin and demons) and freezing (glacial).

There should be an item that lowers the amount of mana stolen, to negate kassadins shield a bit and not let demons roll a spellcaster team so hard. And glacials really have no counter. I've seen entire teams wittled down over a long fight because they can't attack at all. Sejuani's ult can easily hit a whole team. I don't think this item should stop ashe or sejuani ult freezes, but the glaical proc in general should be reduced. either in stun time, or chane to stun.

In a game where there are tons of builds and counters, there might need to be a few more. Most strategies have a couple counters, but there shouldn't be any strategies that only have ONE counter or strategies that are instantly shut down with no chance by a single item or team comp.

This game needs a lottttttt of balance and bug work before ranked is going to be anywhere near fair. RNG makes it fun and makes the replayability great, but there isn't room for this much RNG and hard counter/counterless strategies because you can't get one unit or one item.
