Because a very spiteful riot employee having a bad day looked into a list of millions of players and saw your name and specifically chose you and your friend and rigged the entirety of the coding, implementing the update to only you and your friends games that prevents you from finding 9 of a unit.
Looks one built a terrible team and the other just spent more on levels then he/she did rerolling in the lower levels. Level isn't that important, spend more time getting the core team from lower levels to 3.
I'm guessing either you didn't roll down at the level with the best percentage chance to find your unit...or you were rolling for units that a third of the lobby had already rolled for.

You might not realize that by advancing in Level you tend to make it more difficult to build a $1 or $2 Gold unit.
Which is FINE - if you planned to play that way. Eco up to lvl 7 or 8 and start building Silver $4 and $5 units...
By lvl 8, there are more $4 units in the pool than there are $2 units...
Silver Zed is worth $7; Gold Diana is worth $5. All things being equal, SIlver Zed should win that one...

I mean, you came in 4th place (which is technically a win), with no Gold units, even beating out a team with FIVE (!) Gold Units. It seems like you understand how this works, pretty well, actually.
It seems to me, that #5 should be the guy complaining...
Because your not cheating, it's rampant in TFT. There's a ton of sites to get dumb ass cheats for tft and riot does nothing about them.
Because this is an RNG game.
RNG... The other night, I couldn't get a 2 star mundo built because of RNG. Only one other person was building him and he had 2, 2* mundo.. Not nearly enough to deplete the pool.. But ya, RNG..
