Lvl 3 Veigar not instantly killing unit

I got a lvl 3 Veigar somehow and when the Veigar goes and ults a lvl 2 unit with dragons claw it doesnt instantly kill them. I would just like to know if that is how its suppose to be because of dragons claw or that it suppose to instantly kill the unit.

As of 9.14 it SHOULD be dealing 19,999 damage to lower star units. Dragon claw offers 83% resistance so it should still be dealing just under 3400 damage. I can't picture them having more HP than that, unless we're talking a shapeshifter bonus transformed gnar with 2 warmogs+dragon claw...
