Why have 2 Top instead of 2 Mid?

I suck at League. So I made a new account to try and grind myself up through the ranks again as testing, as well as to beat up on some n00bs obviously. I ran into this problem while at the lower levels. Since no one on the team has smite, no one can jungle. Therefore, there will be 2 lanes with 2 people in it. I've heard/seen 2 players go top much more frequently than 2 going mid. Is there some reason why that is the case? Or does it not really matter?

The concept is basically "there's 2 bot so there's 2 top" so people have some idea of how to play a 2 v 2 lane already

So let's say your team sends 2 ppl mid, and the enemy team does the standard 2 man top. Mid lane picks are traditionally mages and ranged champions with decent wave clear and can do an okay job of farming/surviving under the tower. Top lanes are generally dominated by tanks and melee bruisers, in a 2v1 situation they will at least get denied a shitload of cs if skills are around even. After 10 mins of this, ur gonna have a useless top laner. Now I realize this has far less significance if the players are bad, but this is the logic behind it.
