how do i get a border in the loading screen?
i see people with them but i don't know how to get them

Playing Ranked TFT/TT/Flex/SoloDuo will give you a rank based on your MMR what they believe is your current elo. This rank and last season's rank can be shown by choosing the "Show rank" options in your profile icon changer. If you're talking about the honor banner, that can be shown through having an honor rank of 1 through 5 with only rank 3 and above being shown as long as you get an honor from a stranger or two honors from premades.
Addition Edit : You can only do ranked when you hit level 30 and you also obtain 20 champions (These are not to be confused with the "available champs from free week"
