Question about Pools and Locking

Lets say there are 10 Kayles in the pool. 9 are already taken by various players. You see a Kayle while you were rolling. You see that a lot of players seem to have a Kayle 1 but not a Kayle 2.

So heres the question: If you were to lock in your champions including the Kayle, would the other players still be able to find the last Kayle? Or would they only not be able to see her if you actually bought her?

Basically, are the champions in the pool considered hard or soft?
