The Buff Hex in Set 2

I supposed riot wanted to add new content or add a twist to TFT by adding these buff hexes but it's actually damaging to the overall gameplay. TFT is a strategy game, positioning is part of the strategy. You're forcing players to position in specific spots, you know where your enemy will be and they know where you will be. Maybe the developers hadn't thought of this or maybe this is what they had intended, either way, the buff hexes are a terrible design. They feel like a bandaid on a stab wound. If the developers wanted to add a buff to stabilize item rng, they should have worked on reviving all the dead items in the game instead of wasting their time with this nonsense.

Set 2 is in PBE, I just hope that the buff hexes don't make it live.

Or maybe give the player the ability to choose where the buff will be located?

It's supposed to be predictable for counterplay. You can also bait people using those hexes to make them think you are positioning in a certain way, so they position against it and then switch it out last minute and get more favorable positioning for yourself.
