Hextech Bomb Targeting
I have been trying to figure out who the hextech bomb actually targets in game, is it based on number of items, closest unit or is it simply random?

can target any champion that has an item.
afaik there is no differnce if it has 1 item or 3.
when your agaisnt a hex user just spread items and make sure there is space between untis so dont get your main unit hit all time.
It's completely random. It simply targets any champ with at least one component.
1v1 a Hex user over 3 rounds. Gave my Poppy a giants belt and my kata a BT place them on opposite sites of the map baited the hex twice on them. (My 3 Item Draven and Swain really liked that - not that I lost the round it hit my Draven... but that's another story...)
