Never. It was replaced by Dynamic Queue so that the teams can be balanced (since in 5s you could have a team of any ranks match up). Solo Queue will return in the future though.

so then whats the point of being able to make ranked team if its being replaced?

Anon source has told me someone at Riot is actually doing something with ranked 5s for "seeds" into lcs. That's all I can say.
