Usually the best time to trade is when one of your minions are low and you know that the enemy is trying to last hit it. This gives you a small window of opportunity to get a good trade off while taking no damage in return. This is not always the case because it strictly depends on the person you are playing against.
If I know that my champion or my skillset is stronger than that of my lane opponent, I will let it push my lane near my tower, but not under it. This tactic is called freezing your lane. This keeps me safe from ganks, allows me to farm safely, and I can heavily punish them for going in for the last hit, especially if they are melee.
Sometimes your champion isn't meant to trade early on or cannot trade effectively (ie. Nasus) without being heavily punished for it. In this case, focus on farming and understand that it is okay to miss a few if your laner is pressuring you. Call for a gank if necessary.
Hope this helps!
