Same champs over and over in ARAM?

I really only play ARAM because its alot more fun IMO and they are shorter games. Over the past 2 days I have been playing a lot of ARAM to get IP rewards with my mates. But I've noticed something. Over the weekend, every single game I have played, there has been 4+ of the free to play champs. Skarner, Blitz, Jinx, Janna and Maokai are in literally ALL of my games this week.

I got to thinking, and I wonder, why are free to play champs enabled in ARAM? You don't really get a good random mix of champs when the free to plays are in every game...

I have had a similar experience with getting the same champions. I seem to get Heimer, Sona, Malphite, Amumuu, and Ashe. Every damn time..I looked on the wiki and it didn't say anything. I know that the more champions you have the quicker you can get re rolls...

They're enabled so Riot can laugh at players who actually own champions when a smurf occasionally needs to actually use a reroll.

ARAM uses purely random champ select, aside from excluding mirror matches. This makes things feel less random than a biased champ select would (e.g. random could pull the same champ repeatedly; biased wouldn't). Naturally, players are more likely to roll the free week champs if their individual champ pools are small.

You'd get an even worse mix of champions if the free week champs weren't available. ARAM already has issues with ARAM-optimized accounts, where players make accounts with only strong ARAM champs. Free week champs slightly mitigate this problem. For example, Sona sits at a 60%+ winrate on ARAM. Without free week champs, an account with only Sona is now guaranteed to roll Sona every game.
