Does it beg for elaboration? Yes. Does it hint at expansion? Not even a little bit. Her lore starts and ends with her with zero hints of expansion lore wise. If you have a question about Diana's motives, it answers it within her lore. If you have questions about her goals, it answers it in her lore. If you have questions about why the Solari turned on Diana, it answers it within her lore.
From the start it begins with her being an inquisitive soul who wondered why everyone worshiped the sun but not its counterpart. This curiosity only got her punished and chastised within the Solari order - of which she belonged. I suppose they could expand on the temple that she found on Mt Targon but again, Diana is the ONLY person who knows of its existence. When she returned to the Solari, all she told them is that she found evidence that the moon was worshiped along with the sun. The lore never states that she ever divulged the information of where she found everything, and even if she did, the most likely event that would happen would be the Solari would find the temple and destroy it or reseal it. Chances are they were the ones who sealed it in the first place - especially since she discovered it within Solari texts. This becomes far more likely when within the lore it even acknowledges that they turned on her purely because its discovery threatened their dominion. The fact that when they went to execute her, she prayed for power from the moon **and was granted it ** suggests that moon worship was more than just paying homage to another pretty light in the sky. The quote at the bottom of her lore is extremely important in understanding who Diana is:
"The Sun does not reveal truth. It's light only burns and blinds."
She clearly feels the Solari are a threat to all people, not just herself, and that they are the evil element here, not herself. One of her quotes for her taunt is this:
"The moon will rise. The night will last forever."
This COULD be a very literal taunt of her boasting that one day the sun will be obscured or destroyed and only the moon will be in the sky. That is incredibly simple minded but one could interpret it that way. A more likely interpretation is that it is a metaphor for the rise of moon worship and the downfall of the Solari's dominion. She is boasting what most zealots believe: that when their views are accepted, they will be dominant and everlasting.
Finally, this tired idea that darkness = evil REALLY needs to be retired. Especially considering her theme is moonlight - not darkness. All of her abilities revolve around moonlight - not darkness. The fact that she has became bitter and unrelenting over the years has nothing to do with her theme of moonlight and merely reflects her evolution as a person. Is she bad? I would think so! However, she has the ability to be redeemed. The problem is, the only people who can redeem her are also the only people who want her dead - the Solari. Her crusade began because she desired acceptance and acknowledgement. Heck even the last sentence of her lore states that:
"...Diana resolved to destroy all those who would deny the power of the moon."
That only means that people need to ACKNOWLEDGE that the moon has power, not that they have to worship it. The only reference to her unyielding ultimatum is in the very beginning and that was after YEARS of fighting.
I will agree with you that lore is not set in stone, but I will disagree that getting her to a point that she is willing to accept the help of someone who is incorrigibly evil (Elise) would NOT require "major changes." Further, I would disagree that any lore put out there is automatically a set up for expansion. Could they use the vague mention of "A" temple "somewhere" on Mt Targon as a basis for expansion? Sure can, but to think that they must have put that there for the express purpose of pumping out new content is grasping for straws where there are none. If they come up with new content that is Diana/moon related, it will not be because they planned it ahead of time.
