Tweaking Team Builder

I've recently had a few thoughts concerning team builder, specifically some frustrations with building the team and how that process might be improved.

Firstly, it seems odd to me to have a waiting penalty for rejecting or kicking people off of your team too much. If the whole point of team builder is so that I can put together a team the way I want, and I have criteria in mind for what kind of jungler I'm looking for, I shouldn't be punished because I don't want that Master Yi jungler. If I'm rejecting people needlessly or excessively, my punishment will come naturally from the fact that I won't be able to get a game going. It just breaks the flow of team building and is completely unnecessary, and it actually is contrary to what team builder is supposed to be.

Second, it would be great if there were an option to change the criteria of what I'm looking for in the middle of team building. The reason for this is simple. Suppose I select "Any Role" for my mid laner, my top laner, and my jungler because I honestly don't care whether they're a figher, mage, or tank. However, I then end up with an AP top lane champion and an AP jungler. Naturally, if I don't want my team to be AP heavy, I would be forced to either kick one of those two off, or constantly turn down AP mid laners until I find an AD mid laner, which is much less common. See the problem? The same goes for if I get a bunch of squishy champions in my role, and I want to ensure that the last person to join is a tank. I would end up turning people down until I get increasingly penalized for it, which just further delays the game and increases the chances that the present players would just bail. This would be solved if I were able to change the role of remaining positions in the middle of the process.

So two proposed changes: first, remove the waiting penalty for rejecting or kicking multiple players from the team, and second, allow the roles of remaining positions to be changed during the team building process.
