NERF MODE
NERF System: Each kill you get nerfs your champion permenantly. 1 -5% ad/ap 2 -5% max hp 3 -10% of armor/magic resist 4 -5% movement speed 5 -5% ad/ap [total -10] 6 -5% max hp [total -10] 7 -10% of armor/magic resist [-20% total] 8 30% reduced healing [stacks on ignite for 80%] 9 -10% movement speed [-15% total] 10 Receive 30% more damage
As soon as you get the kill you get a stack of NERF. -But it also grants everyone in game that has NERF stacks a 2 minute BUFF and also removes one NERF stack only from the person killed.
BUFF System: Everyone in the game gets a 2 minute buff upon someone getting NERFED -The amount of BUFF depends on the stacks of NERF you have. Being buffed temporarily** removes all NERFS** for 2 minutes or once killed.

So For example, Teemo got 10 NERF stacks, got tons of gold from kills but now is very bad due to nerfs. He helped his team with assist gold so now his team mate kills someone. Teemo now has a 10 BUFF stack for 2 minutes or until dead and the NERF stack is gone until the buff goes away. Anyone who gets NERFED will have a hard time getting kills until someone on his team gets a NERF then they will be BUFFED for the equal amount of NERF they have.
Edit SIXDOGMAN: also it should be NURF mode.
