How to get harrowing Icons?
I've won 4 games in hexa and gifted. Do you have to register like ascension icons?

They are generally delayed, so just wait a couple days and you will have it as long as you filled the requirements.
I dont think thats the case. I think that its just a small bug that riot is having. I have the same problem but i dont think it will be an issue for much longer. Its best to stay patient right now. Two of my friends have Gifted amd goptten the icon, some being on a delayed basis even after loggin out and loggin back in, but we all havent gotten the “Mark of the Betrayed” Icon even though we all won three hexa kill games together. Maybe try addresing the issue again in about a day or two? Im not sure. What kind of computer do you use? Mac, Windows, Linux? I use Mac, that might be my issue seeing that it is most the time :P. I got the information about the 2014 horrowing from this page, http://www.surrenderat20.net/2014/10/the-harrowing-2014-tales-of-black-mist.html, but they always state that they arent always 100% sure about information. Sorry if this isnt any help, but i am trying to get this information too.
