Is Riot serious with the nemesis draft queue punishment?

It was my first time playing it so I didnt understand how it worked and the timer expired before I could pick them a champion. Now I can't play in any queue for 2 hours because I didnt pick a champion in time? Could this please be fixed?

Yes. On the PBE there was so much dodging they had to put in tougher penalties so that people would cut the shit. It would take 5-6 ban/pick phases before a game started because people would leave after they got a champion they didn't want.
