It seems to me that when ARAM first became a permanent game mode Riot used Sanguine Blade 
in place of 
because this was when still stacked and gave the most AD of any item which is pretty broken in ARAM. Now that no longer stacks, why is it still unavailable on HA? Thoughts?
20% lifesteal would be OP in HA
Make it melee only, then it's a deal.
My understanding was less about it being about having high AD and more about the fact that it's too easy to lose the stacks as there's constant dying.
Made the item very unreliable. And this was for Dominion before ARAM I believe. ARAM just got most of Dominion's items(minus the Twin Shadow trap detector, Riot plz).
I see no reason they cannot add it. It doesn't do that much more than Sanguine Blade at full stacks and cost almost 1k more.
