Anivia- Flash Frost reticle not moving.

This is all with smartcast + range indicators turned on
Normally when holding Anivia's Q down to aim it somewhere the blue circle indicating stun size moves closer or further from her with the mouse. Within the last few patches this is no longer the case. The circle just sits at the end of the range indicator making closer range stuns and fighting off melee champs more difficult.

This targeting circle is meant to move along the line target and is currently broken.
