Simply put you can now stack the passives (and actives) of all items in the game. Ever want to have 100% spell vamp, wish granted. 4 thornmails not an issue. 4 last whispers etc. Just screw around and find out how powerful you want the champion to be. And as a treat maybe bring back some of the other items people have missed. Maybe heart of gold?
Oh and cd limitations are increased to 90% only if you buy the items.
6 Rabadon's on Karthus. At level 6. Maybe he could even throw out a few in favor of some Magic Penetration.
2 Trinity's, 2 Iceborn Gauntlets, 2 Lich bane, GG. Also every restricted item should be buyable as often as we wanted, like the gold generating items.
I think I'll stack 4 will of the ancients and a Rabadons on Morgana if this ever happens first.

auto attacking champions get rekt
Morello's and Executioners calling will making healing in fights impossible (sorry raka) so I guess raka would become a viable super unstoppable mage in this game mode too XD
