Why was dominion kept permanent?(just curious)

Riot originally expected about half of League players would play Dominion, about 40% on Rift, and the rest on TT. But then they didn't really support Dominion at all, didn't implement Ranked, and took years to begin making map-specific balance changes. By then it was too late and most of the map's population had bled away.
Now they don't want to 'split the community' by giving any sort of incentive to play anything other than Farmer's Rift, so instead of devoting resources to improving the maps we do have they waste time on insipid bullshit like Nemesis Draft.
Yes, I'm a bit bitter at this point.
It's a different map instead of game mode.
If we didn't have dominion all the resources pour into that map will have been lost. Right now we have 4 different maps from which dominion is really the only one that is different. Twisted treeline, howling abyss and summoners rifts is basically the same game with a few tweaks. Dominions is the only one that is completely different.
Besides Ascension (That was basically a mix between capture the flag and deathmatch) all of the "new" temporal modes are a just tweak on how you chose your champions or the number of players per side. Nemesis draft is no exception, besides the changes on how you get your champion the game basically stays the same.
Dominion was always intended to be permanent, as far as I know. But then things happened, and Riot didn't really help, and I guess they're not confident fully supporting all the current modes, let alone new ones
