The thing that team builder could use, aside from the option to change champs once you're on a team for better synergy, is the option to select 'Fill" as your role. teams quite often need to wait quite a while in order to get a jungler, support or ADC, adding a fill option could cut down on this waiting time. There would need to be incentives for picking the fill role like an IP boost for the game and maybe an icon.

I think you meant "position" rather than "role."
That wouldn't work unless you can either change champs or delay choosing a champ until after you know what you're filling. Many champs only fit in one position on SR.
2a) Incentives could be abused if champs can be changed later. Teams can't preemptively screen out odd picks. Someone could select "fill" and then unexpectedly run double-ADC bot or something. I think you can still kick, but it's potentially annoying.
