You'll have to scroll down just a bit to see the post on urf(link), but according to riots team they're not sure if they want to bring URF mode back permanently do to the amount of balancing and tweaks they'll have to do to make the game fun. Because they believe that us having fun is winning games..

Riot, I love that you want to improve on this to make us happy but remember, anyone who takes urf seriously is seriously missing the whole point, winning is such a small portion of fun. Yes the permastun brand, being a ragdoll victim from a raging cow and a battle bunny hopping mofo shoving a carrot up your rectum constantly can suck(sorry I had a bad experience with riven last urf mode). But just know that its all out of manatee love. We may tend to make angry posts and tell you that you that you're all disowned hobbits but that's just us saying we love you for making this game more interesting! To the community who doesn't like URF, I say don't..

the sad part is this is what is happening. when people start mass reporting/harassing players because they arent playing champs that are considered "OP" that is were you have to cut the line! This is probably why a lot of people stop playing Urf, or any of these temporary game modes because people do take these types of mode too seriously. Sadly to some doesnt matter the game mode it has to be about winning. doesnt matter if you hate the champ, their skill sets, as long as they are winning they do not care.

But if Riot does make it perma they would have to set some sort of Meta/Balance because people will be taking it seriously. im sure people will be much worse this time around because they know how the game works now! and its probably going to get worse the more talk about this game mode gets!

Its sad that I can't play URF because the firewall error doesn't want to stop happening
