New party mode?

Am imaging about a party mode in which can be only started if there's a friend or moar below lv 20 - 25 which you can play with your low lv friends while no getting annoying by salty ppl ex: when they feed because they low lv agaisnt some better player caused by playing with you (apparently if a low lv friend plays with you, you might meet up player in "your skill lv" instead of some newbies, ppl come and blah blah, maybe in this new mode, the high lv players could bully low lvs, so instead of letting high lvs play freely, some restriction may be good, like rune and mastery restriction, or lesser $$ at begging than the lower lvs, it's just my personal idea, no h8 plzrino peperino (also, sorry for my ead bnglish) :^)
