Why increase the level needed to use the Team Builder function to 25?

So, I think Team Builder is one of the best things in this game, and some brilliant mind at Riot, thought it would be a good idea to raise the level cap to use TB to 25. Why?! That is plain idiotic. Why not just make it available at 10 and give everyone a peace of mind that they can play the lane/champ they want to use. Blind Pick is just a barbaric way to make a game. "I'm going to rapidly click the champ I want or type the lane I want, and if I don't get it, I'm going to rage and not do a damn thing the entire game!" is about 75% of people in BP's mentality. Again, TB is a easy, "stress-free" way of building a team, while being able to get to use the champion you want and the lane you desire to go. So, I implore someone, to make Team Builder accessible to summoners below 25.
