Why is this not a thing? Mode for in prelobby time bans

Duo no longer allowed in ranked. In pregame champ selection a vote may be started against a teammate. If the other 4 players choose against the 5th player, the selected player is booted with a time ban and all summoners are returned to searching in queue.
