When URF and Tear meet

I have been experimenting with a variety of champions and builds in the new URF mode, and I found something that I am not sure if it was a deliberate choice from Riot or is something they overlooked. One of the things I tried out was to see how fast I could stack Tear of the Goddes, first with Singed and later with Karthus. When I left their respective toggled abilities permanently active, I noticed that neither spell generated Tear stacks the way they usually do. Was this supposed to be this way, or is the URF Tear bugged?

That is because the tear checks for two things. 1, is mana being spent? And 2, is a spell being activated. I would guess that since in urf, mana is not being spent, spells that would normally charge tear e.g. Swain, Anivia, Singed, Karthus don't pass the check that would normally stack tear. Just my guess.
