Soraka the "Starchild". Maybe Bard, Mr. Celestial, is a "paternal" figure to her.
She supposedly has some connection to Bard.
I imagine little Soraka following him around like one of the Meeps before she settled in Ionia.

I would like clarification on what type of Celestial Beings we are dealing with here. Soraka is a Celestial yet her home the Astral Grove is connected only in Ionia, and she had a body before her fall. Bard seems to be a energy being that creates a vessel simply to interact with the physical world and can traverse through dimensions at will. To me they seem as very different beings despide both being called Celestial Beings. Its like saying Runeterran Beings to all the races that live there. Not all of them are the same so why should the Celestials be any different.

I genuinely think those meeps are the souls of those who worship or revere him, such as the villagers that died on the night Noxus raided to obtain the stone power. Raka turns to starlight upon death just as Bard does, so they are peers in my book (with the caveat that Bard has not lost his immortality <-- 'conditional' immortality by at least one Rioter's book). If you take that Rioter at his/her word, then Soraka (having been immortal) was borne into existence as SENIOR in celestial rank to Bard. I don't think the Rioter had everything figured out with respect to all other characters when he or she spoke because the world of Runeterra is currently beset by an ill fog of nothingness where confusion reigns.
If anyone left me with the task of shedding light into the darkness, I would say Bard and Soraka were both born into the immortal celestial plane. Soraka left that plane for a sojourn in the mortal plane. It's a 'sojourn' because she will die and become starlight again. At that point, we don't know what happens. Bard freely moves between both planes, as Soraka could before.
Mortality, in this sense, now gains a new definition. Instead of defining mortality as 'a being that will inevitably die', it means 'the inability to freely move between planes of existence for a period of time.'
Some mortals may be able to gain information from other planes of existence. Such mortals have, in the past, been referred to as mediums. The definition of a 'medium' is: the intervening substance through which impressions are conveyed to the senses or a_ force acts on objects at a distance_.
I would venture to say that Soraka, though mortal, retains a strong connection to her birth plane and that her mortal body is a medium to other planes of existence. On a related tangent, this would not be unlike Jesus at The Last Supper, speaking of his body and blood as.... 'mediums.' The spin of the particles that comprise our bodies are in constant communication with very far reaching areas of deep space. Different bodies may be linked to wildly differing quadrants of the universe, and Very Special Bodies may be linked to the Origin itself. Alpha and Omega.
I find that Soraka's Celestine skin looks a lot more similar to Bard's aesthetic than base Soraka. Celestine Soraka is often compared to a priestly aesthetic, and the skin was originally called battle priestess. As such, perhaps we can infer if not some form of worship, at least an acknowledgement of deific power in the beings of the stars. Original Soraka comes from the Astral Grove, and her aesthetic is notably different. Could this indicate a distinction between astral and celestial, and perhaps Soraka's connection with the stars?
Makes a lot of sense really
Soraka was banished from the "heavens" for interfering with mortal bussiness. Perhaps Bard took the Starchild as his protegee, and stripped her of her transdimensional powers when she decided to use them to save Warwick, probably a last straw after he told her (she probably spoke Didgeridoo before) she couldn't save lives and should only focus on preserving the land.
As for why she has roughly the same power level as Bard... maybe in her banishment she refined her healing abilities. Her "fall from the stars" might have ended up being nothing but a loss of portal funness
Something I noticed: both Bard and Soraka have the single horn on their head.
I wish i could draw well since a little child Soraka following Bard sounds really cute.
