Are there any Noxian spies in Demacia?
Or are they that good at keeping everything out?
By in Demacia I mean in the capital and not just around the borders.

Almost certainly. While Demacia's rigid hereditary society would likely prevent a Noxian spy from being directly involved in high level issues, a household servant for a noble who talks to much when he drinks or who is a sucker for a pretty face would be easy enough.
Demacia also likely has some intelligence operations going on in Noxus. While Demacia's spies are likely not as well trained and those of Noxus, the inclusive and merit based Noxian society would give them better odds of achieving higher positions and direct access to information. But considering its the seat of the Black Rose and Swain has a demon of secrets subjugated, I doubt any spy could reach TO far into the inner workings.
Noxians are everywhere. Another reason why Piltover finally has to finish the Incognium Runeterra and sell the information they get from it to other nations to finally stop Noxus doing that shit.
Noxus has a history of espionage, so it wouldn't really be a problem for the Trifarix to send skilled spies into the Demacian capital.
LeBlanc could get a Rose agent to literally enter your body without you ever noticing if she needed to do it. Her lore also states that she, personally, takes on numerous identities to infiltrate countries and manipulate influential figures. They're already doing this.
From what we saw its not hard to guess Noxian spies to be everywhere literally.
