Is Jax going to be involved with Valoran or Shurima more?

From his bio, his involvement with Fiora seems a bit odd in the current climate of political turmoil.

Jax, in my opinion, fits much better into the Shuriman story line. Ezreal and Kai'sa are two characters that definitely would fit into Jax's squad/team.
