Is there anyway to purchase it without getting the first strike skin bundle or having to rely or chest rng?

The only way is through her First Star bundle, or the larger bundle. Otherwise, yes, you'd need to reply on RNG.

Nope buy the first edition skin will get you it you do not need to buy the bundle

Pretty sure you have to get the first strike edition, otherwise pray you get it through chest rng I guess. There are like thousands of Icons so that's pretty long shot.
