Difference between legendary and regular skins?
What makes a legendary skin more costly or better than other skins how is this determined??

The usual changes are: New VO, new particle effects, new recall animation.
Legendaries (nowerdays) have the following:
- An entirely new model
- A new skeleton, new rigging and a new set of animations unique from the classic skin
- All new VFX
- All new sound effects
- A new VO
- Anything extra that the champion explicitly needs or is just cool to have, for example Infernal Nasus has a second model for his ult (necessary for Nasus) and a dogbiscuit (cool to have).
Older legendary skins sometimes aren't like that, but legendary skins now usually have those things.

The ults generally look way better to Eternum nocturne makes a cool noise then says "Oblivion!" Final boss boss veigar has a binary cube and says "DELETE!" Teemo has weird exploding shroom things...
