Skin Shards
I think the rerolling of a permanent skin shard + 2 other skins shards should be a higher chance for a better (higher priced) skin, because you reroll the loot of 5 chest.

I was thinking that rerolling 3 skin shards of the same price tier should give you a skin of at least one tier higher. Exception would be legendary skins, would be too easy to get an ultimate skin by rerolling 3 legendary skins and they are too limited (25% to get the ultimate skin you want).
