I agree.

Situational power is nice, as it allows champions to carve for themselves a particular niche, but when it becomes too situational that power is overshadowed by more reliable alternatives.

While it would be a mistake to say they aren't stronger together, I don't think their kits are so strong together that they can't function apart. I'm not too concerned about those very niche situations, the bonuses they get don't seem to be gamebreakingly good.

While I agree limiting power based on specific champions is a nightmare for balance, I don't think their interactions are that bad. Rakan has a farther dash range to Xayah while Xayah is able to give Rakan her auto Buff. It could be worse, but I hope they don't do any more of this in the future. Let these two be a special case.

Actually, the reason why I don't like it is the opposite - the only thing dual about them is the hype and their theme. They barely have anything that relevant connecting their gameplay in their kits as they focused on simply them being Support-ADC duolane.

Looks like they get a boost if they're together but nothing as significant as kallista with her oaths worn so I think it's ok. I'm super excited personally I also think Xayah looks Hella fun

Hey it puts them right next to each other, so much easier to stop two recalls at once.

So far they seem to have decent synergy, but nothing that a different champion can't fill. Rakan can hold them down to let Xayah get a few more feathers down, but that is nothing an alistar or Leona couldn't do too.

Rakan also very much seems to fit with most ADC's and champs in general. He provides healing, a bit of CC, and shields. The only thing I can say is that he does best with mid range champs. He likes to jump to them to save champs with shorter range but prefers them over melee champs since he is ranged (Barely at a measly 300 range, but still ranged)

So synergy doesn't seem to be an issue of needing the other to work. They are both flexible with pretty simple requirements for their partner in lane, they just both fulfill those requirements in each other. Realistically a Rakan would work just as well with a Vayne minus a bit of jump range.

Outside of that they seem to be perfectly fine paired together, and so far Xayah especially seems in a really good place. A similar feel and flow to lucian but much less stat checky or feast/famine. That nature makes it so that a lot of her power comes from her personal skills, rather than her kit power. That means giving a bit of her kit power to Rakan probably wont be overbearing since he doesn't make great use of it and he is the only one actually gaining from their combo.

He doesn't do great with the AS/damage boost that she gives him and he is naturally mobile enough that the extra jump range shouldn't be crazy. At most I would expect some jump scare plays as he flies out of a bush to her then knocks you up, but once again his CC is delayed so it can be avoided.

I don't think Xayah has a single dash in her kit. The only thing mobility related is the short burst of MS she gets from the W... and she needs to auto for it to proc.

Her kiting is more along the pattern of jinx, caitlyn, and ashe. Less about escapes, and more about hampering.

This. I posted a topic a while back about a mobile, squishy, AD support, and it seems I may get my wish (except on the AD).

How are they self-insert, and technically I think a few Lol champs qualify as that.

Rakan is a mobile support and Xayah is an immobile but AoE focused marksman. They're separate champions so you don't need both of them on your team, but they have slight bonuses when together.
