Isn't bilgewater in a civil war? I wouldn't think it was accepting foreign ships still. That said I'm liking this , burning tides was very much a bilgewater focused event but I feel we are dealing with a much more varied cast this time around.
also really happy to finally see one of my top 10 favorite champs show up in the new lore (he may not want to but I hope that glorius bro lives long.)

Would you stop a Freljord ship from docking into your town? I think not. Especially if they are dragging the corpse of a sea monster with it.
While probably Gangplank had some sort of fleet to police Bilgewater's seas, the whole civil war thing makes it so anyone can just go into the port, probably.

Everyone talks about Lucian, Olaf, Fortune, GP, Illaoi and the Shadow Islanders... But i only care about Rafen... the most badass NPC after Helmet Bro.
Well its not like every person is now fighting over the territory. The majority of people will still try to live their daily lifes the way they did before. The different gangs and crews are fighting among each other,but that seems to calm down again with MF eliminating Gangplanks men.
